Involves providing strategic and long range planning for the programming, design, development and disposition of properties and facilities, including buildings, infrastructure and landscape projects; research, collect and analyze planning data to develop planning policies and procedures, project planning, design and program guidelines; compliance with environmental planning regulations and architectural design review.
Uses skills as a seasoned, experienced analyst with a full understanding of planning industry practices, and UC policies and procedures. Capable of obtaining, assembling, analyzing, and presenting data to other professionals and leadership so they can make informed decisions regarding capital improvements and space management issues.
Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Operates with considerable independence to work on problems where analysis requires a review of a variety of factors. Assists higher level Planners in the conduct of planning studies and conducting planning surveys. Uses organizational and administrative skills to support the unit and assists the Director with the administrative workload. Serves as staff support for committees including the preparation and distribution of agendas and minutes.
Other assignments include, but are not limited to, the preparation of reports and documents related to the University's capital improvement and space management programs, preparation of the space capacity and utilization analysis including preparing and analyzing projections of workload patterns, assessing the effects on program space, and analyzing current and future utilization of classrooms, teaching laboratories, and research space, provide data and analysis for the preparation of capital improvement documents such as Project Summaries, Project Planning Guides (PPG), Capital Improvement Budgets (CIB), equipment lists, and the Capital Financial Plan (CFP).
The Office of Planning and Budget provides analytical support to the Chancellor and Campus Provost and Executive Vice Chancellor in the areas of academic, capital, enrollment and financial planning, policy analysis, and fiscal administration. Capital Planning and Space Management (CPSM) is one of the units in Planning and Budget and is responsible for space planning, programming, funding, management and utilization aspects of the campus capital improvement and space management programs.
