POSITION DESCRIPTION

The 1823 Senior Administrative Analyst is the sole Budget Analyst for the San Francisco Planning Department. Under general direction of the Finance Operations Manager, the Budget Analyst conducts analysis to support the development, maintenance, and administration of the Planning Department's budget, including performing financial analysis and reporting.  The incumbent will work as part of the Finance Operations team and be assigned a suite of financial activities to support the entire Department.

  • Developing, monitoring, and administering the annual budget, including various funding sources, specific project funding, interdepartmental services, and capital reporting;

  • Assisting in writing and presenting budget reports and other responses to information requests;

  • Performing analysis for budget development and resource planning;

  • Reviewing and analyzing budget requests from internal staff and external parties;

  • Performing analysis for budget administration and financial reporting;

  • Performing financial analysis, including expenditure projections, throughout the fiscal year;

  • Managing interdepartmental service agreements and preparing and submitting quarterly billings to other City Agencies in the City's financial system;

  • Performing fiscal year-end close financial activities, including balancing funds and submitting budget and general ledger journal entries in the City's financial system;

  • Acting as a backup for purchase requisition, purchase order, and payment processing for goods and professional services;

  • Using a variety of systems and programs to complete assigned work;

  • Performing analysis for development of administrative, management, program and organizational policies and procedures;

  • And, performing other duties as needed

MINIMUM QUALIFICATIONS

1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR 

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR 

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR 

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A
