DIVISION/DEPARTMENT: PLANNING/TRANSPORTATION & INFRASTRUCTURE PLANNING 

SUMMARY OF RESPONSIBILITIES:
Under the direction of the Senior Deputy Director for Transportation and Infrastructure Planning, assist in the division’s activities with regard to transportation planning, development review, transportation systems analysis, and the coordination of multi-modal transportation initiatives.  Work closely with BPDA Community Planning, BPDA Urban Design, Boston Transportation Department, and other City departments to review Article 80 development projects and help develop transportation planning initiatives.  This position places a particular emphasis on the analysis, development, and implementation of progressive multi-modal transportation strategies, policies, and programs.

 

GENERAL DUTIES AND RESPONSIBILITIES
The general duties and responsibilities of the position are included in but not limited to the information listed below.

  • Work with the BPDA Planning staff and Boston Transportation Department (BTD) to implement the vision and goals of Imagine Boston 2030 and Go Boston 2030 by helping to manage growth in Boston, create new places to live and work, improve quality of life, and foster more sustainable, equitable transportation choices. Provide multimodal transportation planning expertise and technical support to BPDA Divisions, and other City departments and agencies. Support in transportation planning and studies. Staff and prepare agenda for internal and interdepartmental meetings.  Prepare presentation materials for internal and public meetings.  Coordinate, conduct, and summarize research.  Schedule meetings and take meeting notes.  Draft presentation boards and PowerPoint slides.  Transcribe public comments.
  • Conduct Article 80 Small Project Review. Review and evaluate project proposals against the new Article 80 Small Project Transportation Review Guidelines.   Communicate and coordinate reviews with other Planning Division and Development Review staff.  Draft comments for scoping determinations.
  • Support Article 80 Large Project Review. Attend project meetings, review filing materials, draft comment letters, and collaborate with BPDA Planning & Urban Design staff as well as BTD staff to formulate and assemble comments. 
  • Using a strong understanding of and experience with standard industry approaches to traffic to traffic capacity analysis utilizing leading software programs, support and conduct multimodal transportation systems analyses. Assist with data collection and management to inform land use, employment and population models for the evaluation of future transportation projects and policies.
  • Assist with conducting and managing a variety of transportation planning studies and initiatives, including but not limited to neighborhood and corridor studies and plans.
  • Assist senior staff in managing consultant services contracts.
  • Represent the BPDA with other City and State agencies, particularly on planning studies and on the planning and implementation of transit and roadway projects.
  • Participate in planning initiatives for specific city neighborhoods and citywide projects. Help plan and prepare for community meetings and workshops, including the development of visual material and presentation content; Provide staff support to project committees and working groups.
  • Assist in developing and making presentations to Agency staff, stakeholders, community groups and the general public.
  • Assist in drafting Requests for Proposals (RFPs) for transportation planning initiatives.
  • Assist in preparing briefings for senior Agency staff or City officials.
  • Prepare/assist in preparing presentations for community meetings and neighborhood advisory groups.
  • Assist in training, guiding and supervising interns.
  • Research, write and compile reports, briefings, correspondence, memorandums, etc;
  • Manage special projects as assigned by senior BPDA staff.
  • Perform other related duties as required.

QUALIFICATIONS:

Work  a Masters Degree in Urban Planning, transportation engineering or a closely related field, plus 2 to 3 years of related work experience in urban transportation planning and development review; or, a Bachelor’s Degree in Urban Planning, transportation engineering or a closely related field and 3-5 years of related work experience in transportation planning and development review.  Must have extensive knowledge of multimodal transportation planning and basic familiarity with zoning and land use policies and regulations.  Knowledge and familiarity with progressive parking policies and practices.  Familiarity with Federal, State and City agencies involved in transportation and infrastructure planning.  Expertise in the application of personal computers to assemble and manage information required for land use and transportation planning.  Ability to exercise independent initiative as well as work well in a team environment.  Knowledge and experience with standard approaches to transportation network analysis.  Experience building traffic modeling networks with typical industry-leading software programs. Strong written and verbal skills are essential.  Familiarity with the City’s Complete Streets Guidelines and other relevant City initiatives such as Vision Zero. Demonstrated familiarity and commitment to progressive multi-modal transportation strategies, policies, and programs.  Knowledge of latest design and engineering rules, guidelines and best practices at local, state and federal levels. Design skills relative to transportation infrastructure, the public realm, and site design. Excellent oral and written communication skills.  Proficiency in Adobe Creative Suite, Microsoft Office, and data management software to design and assemble graphically compelling (clear) presentations, concepts, and reports is highly desirable.
