As a Planner II/III with the County of San Mateo, you will be an integral part of the Planning and Building Department and will have an opportunity to manage a variety of complex development projects throughout our dynamic and beautiful County, and participate in or lead long-range planning efforts. In addition to managing entitlements for a wide range of projects, the incumbent may work on a variety of long-range planning and policy projects, such as a Coastal Area transportation plan, our green infrastructure plan and updates to general plan policies and zoning regulations.
Examples Of Duties:
Planners research and analyze planning data, conduct long range planning studies, review development applications for compliance with adopted plans and regulations, prepare staff reports and environmental documents, and assist in land use and zoning administration for current and future community projects in the Planning and Building Department.
Planner II is the fully experienced journey level. Under general supervision, incumbents perform a full range of planning activities and exercise substantial independence and initiative in carrying out their assignments.
Planner III is the advanced journey level in the Planner Series. Under direction, incumbents carry out the major and more complex land use projects in all sections of the Division. Incumbents provide direction to other professional staff on projects and operate with independence within the parameters of legislative and divisional policy.
The ideal candidate is a team player and independently motivated individual, responsible for overseeing permitting for complex development projects, long-range planning studies and the interpretation/development of policies and ordinances. The candidate is an excellent communicator (both written and verbal) and can develop consensus and successfully work with a diverse community. The candidate can manage and prioritize multiple tasks in a timely manner and provide guidance to other members of the staff and the public. The candidate emphasizes interdepartmental/interagency coordination and communications, and continually looks for innovative and creative process improvements that generate more consistent and transparent outcomes. Experience in transportation or resource management planning is desirable, but not required.
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify:
Planner II: Two years of professional planning experience.
Planner III: Three years of professional planning experience.
Knowledge of: Organization of local government and concepts of public administration; principles, practices and trends in urban and regional planning, including physical, social and economic factors; codes, ordinances and laws related to planning, zoning, environmental resource protection and subdivisions; basic computer operations; research and statistical methods and sources of data; mathematical principles, tools and practices used in determining density and structural floor area; and symbols, language and techniques used in planning, drafting and mapping.
One of the vacancies is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan.
