Under general supervision, the purpose of this position is to assist in the maintenance, update and implementation of the Comprehensive Plan; support the drafting of new city policies related to growth and development; perform and implement special area and sector studies; research special issues; synthesize demographic and spatial data; and carry out other responsibilities related to comprehensive planning and research for the City of McKinney.

Essential Functions/Knowledge, Skills, & Abilities


  • Interprets the Comprehensive Plan and applies its goals, objectives and policies to proposed development plans and capital improvement plans when needed.
  • Interprets special area/sector studies and applies those goals, objectives and policies to proposed development plans and capital improvement plans when needed.
  • Conducts demographic research and spatial analysis.
  • Advises the public and developers on issues related to comprehensive planning and research in McKinney.
  • Presents information and updates related to comprehensive planning and research to a variety of different audiences; included staff, outside groups and agencies, boards and commissions, and city council.
  • Assists in the development, drafting, and implementation of long-range planning studies.
  • Assists in the development, drafting and implementation of policies and regulations related to growth and development.
  • Assists in the preparation and coordination of development-related reports.
  • Complies with all written City policies and procedures.
  • Adheres to assigned work schedule as outlined in City and department attendance policies and procedures.


  • Knowledge of planning principles, specifically related to land use planning, development, community engagement, and implementation.
  • Understands how short term decision making affects long-term planning goals of the city.
  • Requires strong analytical skills and the ability to communicate effectively both in writing and verbally.
  • Skill to evaluate, audit, deduce, and/or assess data and/or information using established criteria.  Includes exercise of discretion in determining actual or probable consequences, and in referencing such evaluation to identify and select alternatives.
  • Skill to read and interpret spatial data using GIS software.
  • Skill to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
  • Skill to utilize a variety of advisory and design data and information, such as zoning and subdivision codes, planning maps, state statutes and city ordinances.
  • Skill to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
  • Skill to perform semi-skilled coordinated movements, such as performing data entry on a computer, operating a vehicle, and utilizing an engineering scale.
  • Ability to provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations.
  • Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
  • Ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.

Required Qualifications

Bachelor's degree in Planning, Geography, or closely related field and a minimum six (6) months' previous experience and/or training involving comprehensive planning and research.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
Master's degree in Planning, Geography, or closely related field.


  • Must pass a drug screen, driving record check, and background check.
  • Must have a valid Texas Class C driver's license.

Physical Demands/Supplemental


  • Over two-thirds of on-the-job time is spent talking, hearing, and sitting.
    Between one-thirds and two-thirds of on-the-job time is spent using one's hands to touch, handle or feel objects.
  • Less than one-third of on-the-job time is spent standing, walking and reaching with one's hands and arms.
  • The ability to lift and / or exert force up to ten (10) pounds may be required over two-thirds of the time.

Essential functions are regularly performed without exposure to adverse environmental conditions.
