As a new 2.7 mile dedicated bus lane opens in Austin, transportation planner Ralph Trapani of Parsons Transportation Group says to watch for 'empty-lane syndrome': the tendency of drivers to use open lanes illegally when in bad traffic.

A plan to keep an Aspen-area highway congested to encourage transit use is catching flak from locals who are fed up with crowded streets. But city officials say adding more lanes is a temporary solution.

An industry of planning consultants, many of them former Aspen city planners, has set up shop to help builders navigate through the city's complex development review process.
