"Something is wrong," proclaimed Los Angeles Assemblyman Mike Gatto (D), "when one in eight California drivers claims a disability." Gatto has introduced two bills: one to address disabled parking, the other could promote variable pricing of parking.

All is not copacetic in the Bay Area's EV community. An apparent shortage of electric vehicle chargers is causing incidents where EV owners disregard proper 'charging etiquette' and unplug the charger from other EVs to charge their own vehicle.

Dynamic pricing is not the only route to increasing parking availability. Better management of disabled placards at metered spaces may be an easier and more effective strategy. Implemented on July 1, Portland's policy is showing dramatic results.

Ongoing research from the University of California Transportation Center documents the detrimental effects that free street parking for the disabled has on city coffers and performance pricing systems. Is it time to reconsider such laws.
