Imagine living high above Manhattan but unable to open your windows because of soot-laden smoke from surrounding buildings. Toxic emissions from burning dirty heating oil continues despite a 2011 law requiring conversion to a cleaner fuel.

Plentiful natural gas produced from neighboring Pa. makes it easier for New York City buildings to comply with a regulation to convert dirty heating oil burners to use cleaner fuels like natural gas while the state has a six-year fracking moratorium

It's 1973 again in 12 counties - this time Hurricane Sandy, rather than OPEC, is to blame. For those carrying gas cans rather than driving (or pushing) cars to the stations, they're exempt. The military and FEMA will deliver more fuel to NY and NJ.
