High-speed rail is not an $11-billion failure, as a recent New York Times article asserts, writes Time's Michael Grunwald. A more appropriate name would be "higher speed" rail as outside of the California project, all are upgrades of Amtrak lines.

A $226 million contract to build 32 higher speed diesel locomotives, capable of reaching 125 mph, was awarded to the team of the German conglomerate, Siemens AG and Indiana-based engine maker Cummins, Inc over Peoria, Ill. based Caterpillar, Inc.

Funds will be used to purchase and restore a 135-mile stretch of tracks between Kalamazoo and Dearborn so trains can operate at 79mph and then 110 mph. It is part of the Pontiac to Chicago high-speed corridor, currently operated by Amtrak.
