In news that's sure to please active transportation advocates, outgoing Transportation Secretary Ray LaHood announced his agency will ditch AASHTO's outdated guidelines and develop its own standards for bicycle and pedestrian safety.

The National Association of City Transportation Officials, representing fifteen major American cities, released the second edition of its Urban Bikeway Design Guide on Sept. 6. It includes a new chapter on bicycle boulevards.

AASHTO is pitching a replacement of the current fed excise fuel taxes with sales taxes - initially revenue neutral, but would increase with inflation, unlike stagnant excise taxes last increased in 1993. In 6 years, might raise an extra $43 billion.
