"Policy goals" won't be enough to protect bicyclists once the cars start driving themselves. Strong standards will be necessary to govern the interactions between cars and bikes in an autonomous future.
Actually, dooring (motorist or passenger exiting car opens door on passing cyclist) might still occur, but the driver would have to watch for passing cars, not cyclists, as the bike lane would be placed between the parked cars, buffer and the curb.
The City of San Francisco has taken a babystep towards developing a citywide bike sharing system. The city recently hosted a bike sharing sampler, with 7 bikes being displayed and available for use at Golden Gate Park.
