LA: Model For Phoenix?

For all of Los Angeles' problems with congestion and sprawl, Phoenix would be lucky to have the same vibrancy in it's arterial streets.
"These healthy arteries could teach us something. Phoenix was developed by Southern California, but some of its best attributes never transplanted. LA matches and surpasses us in sprawl, malls, freeways, gated properties, exclusive neighborhoods and golf courses. But it has so much more. It's not an 'either-or' economy."
