A developer proposes $1 million trust fund for improvement of Douglas Ranch, on eve of election for its annexation and zoning.
"'I think it's just another way basically of trying to buy the votes,' said Buckeye resident Ken Busboom.""Toyota, which helped fund Busboom's referendum, has since reached a settlement with the developer and has dropped its opposition."
