Has the Bush administration weakened clean air rules as they apply to the elderly to create a 'senior death discount'?

"At the third of six EPA 'listening sessions' held around the nation to develop a national agenda on environmental issues affecting older people, most attending the Pittsburgh session were critical of the Bush administration proposal for what has been dubbed the "Senior Death Discount." EPA Regional Administrator Donald Walsh used his opening remarks to tell the 70 people who attended that using a reduced value for the lives of seniors is a proposal by the administration's Office of Management and Budget."
