David Young, Ontario's new Municipal Affairs Minister, stands out as an advocate for measured urban growth.

The final report of the Central Ontario Smart Growth panel handed down yesterday is intended to serve as a blueprint for curbing the sprawl that is choking the Greater Toronto Area... Mr. Young has been in his new portfolio for less than two months and he's already been handed the opportunity to make a difference in Toronto and its environs.
