Can Neighboring Municipalities And Counties Cooperate?

Robert Norfleet, a retired banker, asks if local governments in the Richmond, Virginia metropolitan area can cooperate across jurisdictional boundaries, even when conflicts and disputes arise.

"Ask almost anyone if the Greater Richmond area would benefit from a vibrant spirit of regional cooperation, and you will get an affirmative answer. Those very same people also will tell you that, in reality, regional cooperation is seldom practiced and difficult to achieve given Virginia's Commonwealth system of government. A true cynic might say that the term, regional cooperation, is an oxymoron. In reality, regions do cooperate with each other occasionally; interdependency is an unavoidable aspect of urban life and occurs in spite of political boundaries and parochial interests."
