How did San Antonia cut per capita water use by 36% Since 1984?
San Antonio efforts to conserve water have been impressive. Annual per capita water use is now 126 gallons, compared to 226 gallons in Phoenix, 197 gallons in Albuquerque, 160 gallons in Tucson. Other cities are copying San Antonio's "9-year-old, four-tiered, conservation-based rate structure, which increases the cost per gallon as monthly usage rises."
