"Urban growth boundaries are an increasingly popular approach to growth management. Oregon, Washington, and Tennessee mandate their use (although with very different sets of "teeth"); Florida encourages them; and Maryland and California have been doing them for decades.Drawing a line in the sand seems like a simple way to implement a smart growth program or, more cynically, for beleaguered politicians to satisfy their constituents' qualms about excessive growth."
