Maricopa County's tremendous growth has translated into up to $200 million in unexpected property tax funds.
"[Maricopa County] released the tax base from those assessments for the 2003-04 budget year, and almost everybody was surprised. 'It can happen every year, but this is the fastest-growing county in the United States,' Ross said. 'And everybody talks about the negative of that. But this is the positive impact of that.'"
