Amtrak Facing Shutdown... Again

Amtrak is facing another fiscal crisis that could lead to a systemwide shutdown in the spring.

"President Bush and House Republicans want Amtrak to wean itself from federal subsidies by paring money-losing routes and forcing cities and states to pick up the tab for passenger rail. Senate supporters say Amtrak's service is vital and that nowhere in the world does passenger rail turn a profit.The House and Senate disagree on how much to subsidize Amtrak as part of an overdue spending package for the government's 2003 budget year that began Oct. 1."

Under the proposal, the government would assign the populace the task of counting and mapping dog droppings as a first step to greater penalties for owners who fail to clean up after their mutts.
