High Density, But No Homeowners

West University neighborhood - the most crowded and most mobile neighborhood in Eugene -- has had five riots in six years.
"Exciting and vibrant at times, the West University Neighborhood is chaotic and dangerous at others. The question is, can it ever be anything else?... The near-absence of homeowners in the city's densest neighborhood goes to the heart of the issues kicked up by last September's riot, the most recent.With so few permanent residents, there's almost no one to raise the level of neighborhood pride, to set standards, to advocate for improvements."
