It makes for an ugly collision of values and communication failures dominate the debate over Toronto's waterfront revitalization plan.
While the city talks about extending a street to meet an elevated waterfront expressway, opponents of the new road see it as extending the expressway to meet a local street. It makes for an ugly collision of values.
