Last Tuesday's election reminded us that Ventura County, California,remains the epicenter of the world of ballot-box planning. But in contrast to past elections, Ventura Countyvoters most recently said they like things just fine the way they are. In a new column on www.cp-dr.com, Bill Fulton suggests that thedefeat of all four ballot measures in the county -- twopro-development and two anti-development -- suggests that the countyneeds to get past the question of where to grow, and move on to theissue of what growth should be like within voter-approved boundaries.
