Will it create affordable housing while revitalizing a huge derelict building in a distressed neighbourhood or is it "gentrification by instalment"?
"Amid angry outbursts from homeless squatters and Downtown Eastside activists, Vancouver city councillors voted unanimously Tuesday to support a proposed redevelopment of the city's bleakest downtown block with $11 million in city bonuses and tax breaks."
