Doing More With Less State Money

A Brookings Institute working paper describes the challenge of optimizing state consumption given pro-cyclical budget constraints.
"Once again a weak economy has thrown state governments into severe budget crisis. Their revenues, especially income tax revenues, have dropped sharply, while many of their costs are rising. No relief is insight. Even if economic recovery accelerates in 2003, which is by no means certain, states will face substantial gaps between revenues and expenditures for at least one or two more years."
