Toronto Needs Federal Spending

Federal spending is needed to help cities like Toronto that are experiencing urban problems.
"Cities such as Toronto are experiencing a variety of urban problems -- homelessness, poverty, large-scale immigration, traffic congestion, inner-city decline -- and Ottawa must help...After all, say city proponents, Ottawa has the resources and the responsibility. But does it?"
