'Neon Metropolis' by Hal Rothman is an 'accessible' history of Las Vegas.

Water is simply money -- so long as there's money around, the water will be there. The real issue is the delivery system. Exactly the same could be said about traffic. Las Vegas has gone from being a horse town to a traffic-congestion nightmare -- but largely because of its very American craze for building roads as opposed to thinking through clever transit systems.
