Wisconsin Town Becomes Front Line Of Explosive Growth

How will the bucolic college town of River Falls, 30 miles from downtown St. Paul, handle it's new position in the path of massive growth?
"Already in play are three large developments that could become home to about 6,000 people, or half the current population of 12,000... Depending on the view, retail development promises or threatens to go hand-in-hand with the residential expansion. In July, the City Council passed a 120-day moratorium on retail development of stores bigger than 25,000 square feet, after City Planning Director Mariano (Buddy) Lucero got wind that Wal-Mart was doing soil tests north of the city for a possible 200,000-square-foot superstore."
