Developers are scrambling to build in South Phoenix -- an area suffering from high crime and poverty -- but also the region's last untapped area for growth

" In the shadows of South Mountain Park, developers are capitalizing on spectacular mountain views, short commutes to the airport and downtown, and new recreational and shopping opportunities, from the new Rio Salado greenbelt to Arizona Center and Arizona Mills malls.All along Baseline Road, from urbanized Tempe to rural Laveen, vast areas of desert and farmland are being cleared for everything from gated communities to affordable housing.As a result, south Phoenix housing and land values are among the fastest-climbing in the Valley, and its population boom over the past decade was among the biggest of any inner-city area in Phoenix."
