Reviving Downton: A Chicken-and-egg Problem

The closing of a neighborhood gas station illustrates the problems associated with people moving out of the downtown area, and with attempts to repopulate that area.
"As more people have moved away from downtown, gas stations, grocery stores, and other retail services have followed them. Now that city officials are trying to lure residents back downtown, a void has emerged."
