Maintain Quality Of Life: Provide Open Space

Arizona cities have been unable to build enough parks to keep up with the rapidly-increasing population.
"Although homeowners regularly list parks and open space among themost desirable features in a community, few Valley cities have keptpace with the growing demand. High land costs, voter-dependentfunding sources, nervous neighbors and an unrelenting populationboom have frustrated even the most ambitious parks departments."
