Noise Ordinance Invalid

Hartford's noise ordinance -- adopted five years ago as a way to keep neighborhood noise levels down is invalid, a court rules.
"Mister Softee, the ice cream truck, is off the hook. And so is anyone else who has ever been cited for violating Hartford's municipal noise ordinance, which was adopted five years ago as a way to keep the noise levels down in the city's neighborhoods. It turns out the ordinance, which has been a significant part of the city's efforts to enhance the quality of life for residents, is invalid."
