To Save Manhattan, Dump The Building Code

There is only one way to revive and rebuild Downtown Manhattan successfully: New York's building code has got to go.
"You don't need urban planners and endless "community meetings" to revive lower Manhattan. Nothing, however, will happen within our lifetime (or reservoir of patience) without moving the bureaucratic legions out of the way. Besides, New York could never be "rebuilt" by some master architect because the city will always and inevitably insist on rebuilding itself."
