Bold Regional Plan To Reduce Congestion

A regional approach to battle congestion calls for adding toll lanes to major highways, extending BART and building a bridge across the bay.
"The plan is being hailed as the first truly regional approach to the problem of congestion, and backers say it has a prayer at the polls because Bay Area voters have a history of taxing themselves to solve their most pressing problems...Also being considered are some innovative concepts such as linking transportation and land use through rewards to cities that approve transit-oriented developments and use of high-occupancy toll lanes."
