Regional Needs Conflict With Desire For Local Control

The needs of a growing region often conflict with desires of individualcommunities.
"The tension between local growth control systems and efforts to manage growth at the regional level appear to be increasing, especially in areas where voter initiatives have limited the flexibility of elected officials to respond to regional growth pressures. That appeared to be the message at two workshops on growth management sponsored last week by the Local Government Commission in Walnut Creek and Carlsbad, California."
