Palm Beach County's development guidebook aims "to protect and enhance rural settlements" but county commissioners find it hard to define what "rural" is.

The rules may also apply to the 33-square mile area west of Boca Raton, Delray Beach and Boynton Beach that is known as the Agricultural Reserve.
