Defining 'Rural'

Palm Beach County's development guidebook aims "to protect and enhance rural settlements" but county commissioners find it hard to define what "rural" is.
Palm Beach County Commissioners are trying to define 'rural' in order to write development laws that will produce or protect it. Consultants and staff plan to cement principles endorsed last week into specific rules for a large area west of the town of Royal Palm Beach, where 20 square miles of orange groves are likely to be developed. The rules may also apply to the 33-square mile area west of Boca Raton, Delray Beach and Boynton Beach that is known as the Agricultural Reserve.
