Congressman Promotes 'Livability' Movement

To promote the 'livability' movement, a congressman from Oregon goes on a tour of the Midwest.
"Blumenauer spreads a gospel of civic values told through the story of Portland: plan for growth, strengthen neighborhoods, protect the environment. The farther he can deliver the news, he believes, the better he can do his job...ritics contend that questions of livability should be left to local governments, which are better equipped to deal with zoning, taxes and other matters that affect development."
