Who Decides The Future Of Ground Zero?

Now that the site has been cleared, who will decide what will be built at Ground Zero?
"The issue: who would pick the urban-design team to create a plan for the site. Now the two entities are jointly interviewing candidates for the jobthough theyre moving so swiftly that some observers are dismayed...Theres clearly some consensus between the publics ideas, as seen in those workshops, and what officials are talking about, including a significant memorial and park."
