Is Fresno County's Housing Strategy A Charade?

The sincerity of Fresno County's goals are questioned.
The county Planning Commission just drafted its housing blueprint for the next five years. It has some lofty and admirable goals to stop sprawl, preserve farmland and provide desperately needed affordable housing.Problem is it's really an elaborate fiction designed to appease the state.
