Proposed L.A. Breakup Is Bold Model

This opinion column examines the proposed breakup of Los Angeles as an option to consider for Philadelphia
A California state agency, LAFCO, has placed on the November ballot a referendum on whether to break up Los Angeles into two cities, with as many as four new cities possible pending decisions to be made in coming weeks. This movement is creating a political arithmetic in which potential winners are so numerous that they could more than compensate potential losers. It's a model for bold change in local governance that Philadelphia should embrace.
