Portland Considers New Subregions

Portland is considering dividing the region into economic subregions. Is this a recipe for disaster or a secret way to expand the urban growth boundary?
"Under the proposed rule, Metro would consider as many as 40 economic centers that likely would include Hillsboro, Tanasbourne, Gresham and Portland, rather than one single urban area when it expands the boundary this year. Such a scenario would bring hitherto sacrosanct farmland encircling Hillsboro, Forest Grove and Cornelius to the west into the boundary."
