Affordable Housing Gets Key Backing

Council members back incusionary housing and declare housing emergency.
Recognizing that they can no longer ignore San Diego's affordable housing crisis, city council members backed a measure forcing builders to develop affordable housing or pay a fee. They also recommended that the full City Council declare a housing emergency.
