CA Smart Growth Bill Worries Builders, Municipalities

In its first major land-use initiative in years, Gov. Gray Davis'Office of Planning and Research is pushing a bill that will give the statebroad new powers over how and where cities expand.
SB 1521 is an effort tocraft a model zoning ordinance for the state. Critics of the measureinclude local governments, as well as developers. Supporters say it is animportant step toward achieving "smart growth." The measure calls foradditional development in existing cities, more mixed-use buildings andcontinued growth near transit lines. The result would be less sprawl andmore open space protection.
