The Baltimore City Department of Planning, Historical and Architectural Preservation Division, is seeking a qualified individual to fill a one-year contractual position to serve as staff to the Planning Department and the Commission for Historical and Architectural Preservation (CHAP). The Historic Preservation Division and CHAP provide Baltimore City’s comprehensive historic preservation services, including survey and designation of landmarks and districts, tax credits for historic restorations and rehabilitations, design and permit review of plans for historic structures, and technical expertise to help protect the City’s architectural character.
- Conducts research, determines eligibility, documents and prepares historic district designation reports for neighborhoods within Baltimore City, in accordance with National Register and Baltimore City Historic District designation criteria.
- Conducts design review of projects for properties in assigned Baltimore City Historic Districts to determine if they meet Design Guidelines and to determine whether issuance of a CHAP Notice to Proceed permit is appropriate.
- Meets regularly with community groups, public officials, City agency representatives and local non-profit organizations to provide historical designation reports, technical support and guidance throughout the process of historic district designation.
- Assists in the coordination of the Baltimore City Historic Restorations and Rehabilitations Tax Credit, including reviewing applications for historic tax credits and providing technical assistance.
- Works with City agencies, elected officials and community organizations to track and implement various historic preservation strategies to support neighborhood preservation and economic development.
- Conducts complex historic preservation studies of City historic districts and neighborhoods to provide recommendations for historic designations.
- Acts as a liaison, technical assistant and advocate in historic preservation matters concerning City agencies and the community.
Required Knowledge, Skills and Abilities
- Demonstrated experience in historical and architectural research, including knowledge of requirements of the National Register of Historic Places and accepted historical research documentation methodologies.
- Excellent communication skills.
- Ability to communicate complex issues in a clear and focused manner, both orally and in writing.
- Ability to work with a diversity of people, including community groups, elected officials, members of the CHAP and the Planning Commission, personnel from other City agencies, non-profit organizations and the general public.
- Ability to multi-task and prioritize work activities.
- Knowledge of the principles and theories of art, history, architecture and historic preservation.
- Knowledge of architectural trends, styles and nomenclature.
- Knowledge of architectural conservation and preservation techniques.
- Ability to establish and maintain effective working relationships with community and business groups, property owners, cultural institutions, government agencies and coworkers on historical preservation matters.
- Ability to prepare detailed architectural and historical preservation reports.
- Ability to analyze facts and exercise sound aesthetic judgment.
- Knowledge of architectural design and guidelines as applied to historic buildings and neighborhoods.
- Knowledge of the principles of Federal, State and City historic preservation law.
- Ability to prepare complex reports.
- Ability to work effectively with others and respond to constituent requests and to effectively negotiate and resolve complex problems.
- Able to make recommendations for guidelines and standards for plans and programs.
- Experience speaking in public and managing public meetings.
Minimum Education and Experience
- Master's degree in art history, fine arts, historic preservation, architecture, architectural history, planning or a closely related field from an accredited college or university and two years of experience performing historic preservation planning work involving investigating, analyzing and making recommendations on the preservation of historically-designated buildings, structures and districts.
