It's how you interpret the species law, not what it says.
With no hope of altering the language of the Endangered Species Act, the Bush Administration tries to alter how it is implemented. The Interior Department has announced plans to withdraw temporarily "critical habitat" designations for 19 different species of salmon and steelhead throughout the West. The March revelation came in the context of a federal judges decision to order economic impact analyses of the critical habitat designations.
