Seawater As Water Source

In this opinion piece, Turner looks at the potential of sea water as a source for fresh water in the San Diego region.
"Despite the fact that desalination processes have been too costly in the past, Turner argues that new technology could make the procedure a reality in San Diego as soon as 2005. Turner writes that a desalination plant in Carlsbad could provide as much as 10 percent of the region's water. Desalination, Turner believes, could become a cost-effective addition to the water supply portfolio ofthe San Diego County Water Authority (SDCWA)(http://www.sdcwa.org).
