Op-ed Columnist Mark Alan Hughes debates his colleague Elmer Smith on the merits of Philadelphia's new $300 Neighborhood Transformation Initiative.
The Mayor's new program will end up being like a CDBG grant that must be paid back. It's worse than asking orphans to build their orphanages--it's like asking the orphans to mortgage the orphanage, so that when they grow up they can move into debtors prison.
