Columnist Elmer Smith debates his colleague Mark Alan Hughes on the merits of Philadelphia's new $300 Neighborhood Transformation Initiative.
The Mayor's new blight plan is worth every penny. Incurring new local debt to replace federal funds is not the worst option we have. The worst option would be to maintain the status quo because you were too timid to take a chance on something big.
