Smart Growth Needs Smart Taxes

A report by the C.D. Howe Institute demonstrates how some taxes can promote sprawl.
"Cities have planning departments to ensure that they develop intelligently. Their job is not only to create liveable urban communities, but to keep a lid on taxes by ensuring that land is used efficiently.Unfortunately, local finance departments often work at cross-purposes with municipal planners. Certain types of taxes and levies actually promote urban sprawl."
