Maryland's Smart Growth Governor

This article profiles Maryland Gov. Parris Glendening, one of the nation's most prominent voices in the smart-growth movement.
Glendening blames urban sprawl for many of California's environmental problems, from water shortages to air quality issues. Supporters of smart growth praise Glendening's success in changing the direction of out-of-control growth in Maryland. But critics say Maryland's smart-growth strategies may not translate well to California, where developers face high insurance costs for building multi-family homes, and the approval process favors sales-tax-generating construction over housing.
